Pick Your Own Bishop?

If administrators, why not bishops? If the curia persists in recruiting so many candidates from outside the diocese, surely there’s not a problem finding good candidates. They’re not waiting for appointees to get ordained, though sometimes it seems to be so.
Sometimes the whole flock (diocese) is wandering so far afield, and that you are unable to find a shepherd from within its ranks to lead them on the right (correct, as opposed to left) path.
Rome should have a time limit on appointing a new bishop, say three months. After that, why not permit a diocese to elect its own bishop? Rome could retain veto power, and make suggestions for candidates.
Rome making "suggestions" for candidates for Bishop. The faithful electing their own. Why don't we just do like many Protestant denominations and have the parish council (elders) elect their own priest?
I trust Rome's appointment for Bishop. Since ours just celebrated his 75th birthday and tendered his resignation (and our auxilliary Bishop is already retired) we will soon be getting a new shepherd for our diocese. I trust the the Holy Spirit will guide the Holy Father in the selection of our new Bishop and he will be exactly what we need in our diocese right now (even if I don't agree with the way the new Bishop will do things).
I don't trust the faithful (and that includes myself) to select our own Bishop.
